Да и не забыли ли вы изменить строчку "FollowCSGOServerGuidelines" вместо "Yes" на "No",которая находится по пути addons/sourcemod/configs/core.cfg ?

У меня он стоял уже. Я его скачивал с этой же темы, только вчера, когда не было eltems в архиве. Поэтому эту проблему исключил.
Сейчас перекачал по нынешней ссылке и поставил - все заработало.

так я уже скопировал базу данных автора и вставил, все ровно не работает
